A MASTERPLAN which could pave the way for a marina in Middlewich will be unveiled later this year – throwing a current proposal into question.

Cheshire East Council has told the Guardian that a masterplan identifying Brooks Lane as a strategic location for a mixed-use development – with housing and employment sites – is expected to be complete by mid-2018.

The news comes less than a month before CEC is expected to make a decision on a planning application to build a 12-berth marina, 137 homes, shops and cafes in Brooks Lane.

Intertechnic had the same scheme rejected by CEC last year, as it was deemed as 'premature' without a masterplan for Brooks Lane – and the council's latest announcement could prove to be a setback for the developer.

A spokesman at CEC said: "It is anticipated the masterplan will be completed in mid-2018 and will follow engagement with landowners and businesses as well as wider public consultation.

"If adopted within the second part of the council’s local plan strategy, the masterplan would be subject to further public consultation before being put forward for a decision.

"An element of the engagement will be to identify businesses and landowners who are interested in bringing forward redevelopment proposals on their sites, recognising that some will remain in situ. The position of new homes in relation to the businesses that will remain in the area will need to be carefully planned."

Intertechnic had claimed that a masterplan is not necessary for the area because its proposal meets the criteria set out for Brooks Lane in CEC's local plan.

In its planning statement, the company said: "The site’s canalside location makes it a clear opportunity for housing-led mixed-use development and a marina.

"The proposals would have substantial benefits in terms of both the economic and social dimensions of sustainability.

"They would also have a major positive impact on the canal conservation area and the appearance of the area in general."

But two neighbouring businesses – Kings Lock Chandlery and Centec International – have written to CEC in opposition of the proposal due to the lack of a masterplan.

Centec said: "The allocation of Brooks Lane as a strategic location offers an opportunity for this part of Middlewich to be developed in a forward thinking and holistic manner.

"However, for this to be achieved in a way that protects businesses that are likely to remain, a council-endorsed masterplan should be in place before any development is approved."

A decision is expected to be made by Friday, March 16.
